摘要 ItisafundamentalwaytoachievesustainabledevelopmentandinclusivegrowththatChinatakesthelow-carbondevelopmentpath.Andlow-carbondevelopmentisaneffectivewaytorespondtomanythreats,includingglobalclimateanomalies,environmentaldegradation,andenergyshortage.Low-carboneconomyispolicyeconomytoalargeextent.Althoughtheexternalenvironmentdemandslow-carbondevelopmentofelectricpowerindustry,enterpriseslackintrinsicmotivation.ElectricpowerindustryisthepillarindustryofChina,andisoneofthekeyindustriesforChina'slow-carbondevelopment.Thegovernmentneedstoensureitsdominantpositioninthelow-carbondevelopmentofelectricpowerindustry,andreformthegovernmentperformancemanagementsystemandpromotetheplanningandmanagementofelectricpowerindustrythroughappropriatepublicpolicy,inordertoadjustthestructureoftheelectricpowerindustryandtakealow-carbondevelopmentroadwithChinesecharacteristics.
