  • 简介:AbstractSince the coronavirus disease 2019 (COVID-19) pandemic, major innovative-oriented countries have adopted various science and technology innovation (STI) policies to address global public health challenges. Using data from the Organization for Economic Co-operation and Development STI Database, this study analyzed international STI policies in response to the COVID-19 pandemic. The findings revealed that the pandemic has dramatically stimulated the application of STI policies, and there are commonalities and differences in the STI policies of different countries. Meanwhile, COVID-19 has disrupted planning for allocating resources for STIs, leading to duplication and inefficiency. Based on the findings, this study recommends increasing research investment to address the long-term challenges of major infectious diseases, strengthening support for enterprises, promoting data sharing and openness, enhancing the internationalization of scientific research, strengthening scientific consultation and communication, and devoting more policy attention to vulnerable groups.

  • 简介:TheimpactofenvironmentalregulationontechnologyinnovationisahotspotincurrentresearchwherealargenumberofempiricalstudiesarebasedonPorterHypothesis(PH).However,therearestillcontroversiesinacademiaabouttheestablishmentof'weak'and'narrow'versionsofPH.Basedonthepaneldataofapplicationforpatentofenergyconservationandemissionreduction(ECER)technologyofChinesecityscaleduring2008-2014,comprehensiveenergyprice,pollutantemission,etc.,mixedregressionmodelandsystematicgeneralizedmethodofmomentsmethodwereadopted,respectively,tostudytheimpactofmarket-orientedandcommand-and-controlpolicytoolonChina’sECERtechnologyinnovation.Theresultsshowthattheenvironmentalregulationhinderedthetechnologicalinnovationintheimmediatephase;however,itturnedouttobepositiveinthefirst-lagphase.Hence,theestablishmentof“weak”PHistime-bounded.Thecommand-and-controlpolicytoolplayedamorepositiveroleinpromotingtechnologicalinnovationinthefirst-lagphasethanmarket-orientedpolicytool.Therefore,'narrow'PHisnottenable.ThereasonisthatthemainparticipantsofChina’sECERtechnologyinnovationarestate-ownedcompaniesandpublicinstitutions.Regionallyspeaking,theimpactwhichcommand-and-controlpolicytoolhasontechnologicalinnovationatsightwasnonsignificantintheeastern,thecentral,andthewesternregionsofChinawhilstmarket-orientedpolicytoolhadanegativeeffect.Andmarket-orientedpolicytoolinthecentralregionhadstrongestnegativeeffect,whichwoulddiminishintheeasternregionandbecomeweakestinthewesternregion.Thiswasrelatedtoregionalenergyconsumptionlevelandthemarketeconomicvitality.

  • 简介:Inthepaper,thenonlinearmagnetoelasticpropertiesofcompositionTb0.27Dy0.73Fe1.95<110>orientedpolycrystallinealloysareinvestigatedundercoupledloadsofhighmagneticfieldandcompressivestress.Themagnetizationandmagnetostrictionaremeasuredsimultaneouslyunderappliedmagneticfieldfrom800to800kA/mandcompressivestressfrom0to25MPaatroomtemperature.Thestraincoefcientandrelativepermeabilityareobtainedbydiferentialcalculationfromtheexperimentalcurves.Theresultsshowthatthevaluesofsaturationmagnetization(Ms)underdiferentcompressivestressesremaininvariablyconstantintheregionofthehighmagneticfield.Thesaturationmagnetostriction(λs)increaseswithincreasingcompressivestressandreaches1680×106under25MPa.Accordingtotheincreaseofthecompressivestress,thehystereticloopareaofmagnetizationandmagnetostrictionincreases,whilethemaximumrelativepermeabilityandstraincoefcientdecrease.Additionally,theinfluenceofthebiasmagneticfieldonthemechanicalpropertyistakenintoaccount.Thestress-strainrelationshipisnonlinearandsensitivetotheappliedexternalmagneticfieldsalongtheaxisofrod.Theresultsobtainedareausefulcomplementtotheexistingexperimentsfortheoreticalapproachesandengineeringapplications.

  • 简介:Thecounterelectrode(CE)prominenceindye-sensitizedsolarcells(DSSCs)isundisputedwithresearchgearedtowardsreplacementofPtwithviablesubstituteswithexceptionalconductivityandcatalyticactivity.Herein,wereportthereplaceableCEwithbetterperformancethanthatofPt-basedelectrode.ThechemistrybetweenthegrapheneoxideandicetemplatesleadstocellularformationofreducedgrapheneoxidethatachievesgreaterconductivitytotheCE.Thesimultaneousgrowthofactiveedge-orientedMoS2ontheCEthroughCVDpossesseshighreflectivity.HighreflectiveMoS2trendstoincreasetheelectroactivitybyabsorbingmorephotonsfromthesourcetodyemolecules.Thus,thesynergisticeffectoftwomaterialswasfoundtoshowcasebetterphotovoltaicperformanceof7.6%against7.3%fortraditionalplatinumCE.

  • 简介:Restorationofmountainslopeforestsisoftenusedtoachieveoneoracombinationofthefollowingaims,includingincreasedproduction,soilprotectionandwildlifeconservation.Inthispaper,biodiversity-orientedsilviculturewasproposedasadesignprincipleinforestrestorationfromwhichstripcuttingofshrubswasusedastherestoringtechnologyofforests.MorethanlO-year-observationsandexperimentalresultsoftheafforestationpracticesintheupperreachesofMinjiangRiver,Sichuan,China,indicatedthatthetechnologywasfeasibleandhadmanyadvantages.Strip-cuttingofshrubsamelioratedmicroclimateconditions,improvedsoilnutriemlevelforthegrowthoftargettreespeciesandincreasedthephysicalsurvivalofpinespecies.Structuraldiversity,intermsofspecies,didnotincrease,butashrubspecieswasobservedtodifferentiatefromshrublayerandtendedtoformmixedforests.Preservebeltsofthetechnologyweresupposedtomeetpublicdemandsincludingbiodiversityconservationandsoilprotection,andactasabasicstageinecologicallyprogressivesuccession.ThepromisinginitialresultsindicatethatstripcuttingofshrubsmaybeaneffectivepracticeforforestrestorationintheupperreachesofMinjiangRiver,Sichuan,China.

  • 简介:摘要:车辆段是城市轨道交通的必需设施,但因单一的生产性功能,其大规模的占地、封闭的空间形式、超长的生硬界面以及交通的不可穿越性,对城市空间造成了严重割裂的影响,而基于提高土地利用效率和TOD理念的综合开发是消解这种割裂的积极手段。通过对一系列典型案例的分析,以城市公共功能为主的综合开发可以有效地解决这一问题,而多元的功能构成、开放的空间格局、友好的界面处理、畅顺的交通联系是车辆段综合开发的核心理念。这些理念被运用于深圳地铁七号线深云车辆段综合开发的规划设计实践中,取得了良好的效果,验证了车辆段综合开发系统与城市的有机衔接,是实现自身价值的重要体现,更是城市基础设施有机融入城市大环境的决定性因素。

  • 简介:摘要:医疗标识导向系统的设计是一个循序渐进的过程,目前缺少对医疗建筑标识的使用后评价的反馈,导致某些同样的问题不断在各地各类医院项目中反复出现。本文基于医疗建筑标识系统使用后评价开展主观性使用后评价调研,总结出适合作为设计准则的现代医疗标识系统的评价标准。通过对现代医疗建筑标识系统的标准化及精细化研究,逐步搭建完整的医疗建筑标识系统设计标准体系,为相关设计人员提供高效、高品质的医疗建筑环境设计平台,同时促进我国医院建设和医疗建筑标识设计的不断修正和提高。
