简介：城市外交是开展公共外交的有效手段,而建立国际友好城市是开展城市外交的重要载体。1973年6月,天津市与日本神户市结成了中国第一对国际友好城市,开创了中日地方城市对外结好的先河。此后,天津市基于良好的对日友好城市发展基础,相继于1980年与四日市、1986年与千叶市缔结了友好城市关系。本文通过介绍天津市与千叶市的友好城市交往现状及发展历程,阐明友好城市在政治外交、经济、文化等方面的重要作用。面对当今中日关系的不断回暖,天津应该发挥与日本友好交往的传统优势,进一步加强与日本友好城市的交流合作,为中日两国的友好交流添砖加瓦。
