摘要
Threemajorthreatstooceansecurityandcoastalzonesustainability-globalwarming,thelossofoceanbiodiversity,andpollution-arecombiningtothreatentheecologicalintegrityofourmarineenvironmentandlifesupportsystems.Weputforwardageomatics-basedsystemsengineeringarchitecturetoidentifythelocationandextentofoilspills,therebyimprovingtheecologicalintegrityoftheworld'soceansandhelpingcontingencyplannerstodeterminerequiredassets,personnelandotherresources.Thisreal-time,event-basedandcosteffectiveemergencymanagementdecisionsupportsystemcanaidintheclassification,detection,andmonitoringofoilspillsinthemarineenvironment.ThedevelopedSynthetic-ApertureRadar(SAR)processingandcalibrationtechniquesefficientlymonitorenvironmentalchangesininaccessibleoceanregions,characterizeoilspillscenarios,andhelptoidentifyspillsources.ThesystemisusedtoimproveemergencymanagementintheGulfofMexico,withapplicationtooilspillsarisingfromHurricaneKatrina.
