In2003,activitiesofnon-governmentalorganizations(NGO)wereincreasing.TheinternationalcommunitypaidmoreandmoreattentiontotheroleplayedbyNGO.ThecooperationamongNGOwasstrengthening.GovernmentsofallcountriessupportedtheactivitiesofNGOconditionallyandatthesametime,tookadvantageoftheactivitiesheldbyNGOtoservetheirforeignpolicies.
