Thisarticlebrieflyoutlineshowanti-terrorismstrugglesbecamelinkedandtheirrelationshipthereafterwithhumanrightsissuesininternationalpoliticallife.Withequalrelevanceandvaluetohumandevelopment,anti-terrorismeffortsandhumanrightsprotectionarethemselvesnotmutuallyexclusiveorcontradictory.Theirconflictineverydaylifehassometimesresultedfromthefactthattheyarebothmanipulatedintheserviceofcertainpoliticalends.What’smore,therehasneverbeenperfecthumanrightsprotectionintheworldsofar,whichoftenmakeshumanrightsproblemsaneasychargeagainstalmosteverygovernment.Noanti-terroristactivitiesineithertheUSorEuropehavebeenreallyconstrainedbytheideaofhumanrightsnomatterhowbeautifultheirrhetorichasbeen.Nowbothhumanrightsandanti-terrorismhavebeenmadeintoatoolofdiplomacyandinternationalpolitics.WiththewarinAfghanistanover,theUnitedStatesisenhancingitshumanrightsdiplomacytogetherwithitsanti-terrorismdiplomacy.Trulyefficient,comprehensiveinternationalcooperationonanti-terrorismisstillfaraway.
